.1 Introduction
Education is
globally accepted as a vital tool for human development. It is equally an
indispensable tool for enhancing economic growth and national development.
Education is seen as a cornerstone of every development, forming the basis for
literacy, skill acquisition, technological advancement as well as the ability
to harness the natural resources of nation. Education is the process of facilitating
learning or the acquisition of knowledge, skills, value, belief and habits.
Education is a means by which the society ensures it stability. It is through
the education system that young members of the society. Through education,
individuals acquire usable and socially acceptable vocational skills with which
one can be productive, which ensures individual and group survival. Importance
of education tells us the value of education in our life. Education means a lot
in everyone’s life as it facilitates our learning, knowledge and skill. It
completely changes our mind and personality and helps us to attain the positive
attitudes. The importance of education is described above justifies the
recognition given to it by the Federal Government of Nigeria as stated in the
National Policy of education that “the Federal Government of Nigeria has
adopted education as an instrument par excellence for affecting national growth
and development (Biodun, 2018). We must give importance to the education than
other targets in life as it is the only source of real happiness in our life.
The
development of any nation depends, to a very large extent, on the caliber,
organization and motivation of its resources. In the specific cases of Nigeria,
where diversity exerts tremendous influence on polities and administration, the
capacity to increase the benefits and reduce the costs of this diversity
constitutes a human resources management challenge of epic proportion in its
public sector organizations (Adamolekun, 2021).
Human resource
development is the framework for helping employees to develop their personal
skills. Human resources development is the function within an organization that
focuses on recruitment of, management of, and providing direction for the
people who work in the organization.
According to
Armstrong and Baron (2019), human resources development is the organizational
function that deals with issues related to people such as compensation, hiring,
management performance, organization development, safety, wellness, benefits,
employee motivation, communication, training and administration. Human
resources development is also a strategic and comprehensive approach to
managing people and the workplace culture and environment human resources
development is essential for any organization that would like to be dynamic and
growth-oriented. Unlike other resources, human resources have rather unlimited
potential capabilities, which aim at creating such climate that can
continuously identify, bring to surface, nurture and use the capabilities of
people.
Research
finding of Korman (2019) have shown that the productivity of a school teacher
is determined by three major factors which include the ability of a school
teacher, the wiliness to work, and situational factors. The public secondary
schools are responsible for providing the public with essential services by the
government. The public sectors is referred to as the government sectors,
whether the Federal, State or Local Government. Public sectors organization are
which emerged as a result of government acting in the capacity of an
entrepreneur particularly in school system (Obikeze and Authony, 2021) in this
respect, this study investigated human resources development and teachers
productivity in Ayede Local Government Area of Secondary School, Ogun State.
1.2 Statement Of Problem
What really
instigated the study was the use the growth rate of lack of management in most
of the schools in Ayede LGA; some of the problems identified are, poor
supervision of teachers, unavailability of teachers for classes as at when due
and poor performance of students as a result of ineffective teaching methods.
Teaching is a
critical task that requires extreme attention. Teachers help shape the future
of children because they are the future of society. Most nations of the world
have therefore invested heavily in early childhood education to help them
achieve international educational goals. However, there are growing concerns
that the teaching profession in Nigeria is in crisis. Teachers are the engine
of the national development agenda, yet the conditions that govern their
performance have been largely ignored. Studies have shown that human resource
management applied to teachers can determine their level of motivation and
improve their performance. However, the impact of human resource management on
teacher performance has received little consideration.
While
practically every teacher attempts to address his or her personal requirements,
he or she also wishes some level of job satisfaction because job performance is
affected. The ability of teaching to meet the demands of instructors and boost
their productivity is referred to as performance in this context. The
researcher intends to go into the matter further by investigating the impact of
human resource management on teacher performance in Apapa secondary schools.
Teachers must be highly compensated, trained, and developed, according to the
study, in order to work at their best and give high-quality services.
Furthermore, there is a requirement for performance.
1.3 Objectives of the Study
The main aim of the
study is to examine the impact of Personnel Management on teachers’ Job
Performance using Ayede Local Government Area of Ogun State. Other specific
objectives include: To find out the extent teacher’s personnel management
operational framework determines of teachers’ productivity in secondary schools
